1994 Jeep

I have a problem that maybe one of you can answer for me. I have a 1994 Jeep with a a518 trans,i have put all new clutches ,steels,bushings,and bearing in,i have also put a new valve body. My question is now it has a real strong 1st and rev but will not shift to 2nd,any body know what would cause this? Rainman and I talked about the kickdown cable and that wasnt it! Any ideas are welcome,this thing is giving me nightmares!!! Thanks Bass
