you can get these 2 channel's by doing the following, at least we can make the kid's happy for a while
I did this on my pansat 9000 and is working. little girl is happy as can be. now i scanned both and have both coming in at the same time. this may vary
Menu---> Installation---> Advance scan---> choose Echo 8.1/KU

Down frequency enter 12486
leaveas is (20.000 mspa & vertical
Video PID enter 6946
Audio PID enter 6947
PCR PID enter 6946

Press OK after PCR PID and wait after scanning, ater it;s done ya will get cartoon Network.

ya can also get Noggin by doing the same above, use 4130 4131 and 4130, however it will over write cartoon net, ya have to rescan ot watch either one..makes the kid's happy for the 4th anyway.. enjoy what we can get for now
